What is form EX-19?
Form EX-19 is the application for a residence card as a family member of an EU citizen or equivalent. It allows non-EU family members of EU citizens to reside in Spain.
It is used both for the first card and for the permanent card (after 5 years of continuous legal residence).
Keep your proof of submission: it will serve you until the card is issued.
When should you use this form?

Form EX-19: EU citizen family member card
Form EX-19 lets you apply for a residence card as a family member of a citizen of the EU, EEA, or Switzerland in Spain. It is the document that regularizes the status of non-EU family members of EU citizens exercising their right to free movement.
